It's from medication they add in the water to help keep the fish safe. It's beneficial it's an anti-fungal and bacterial medication

Why are you importing when guppies are so easy to breed?

Just get the fish out of the bags and into a freakin' tank already....!
Besides, it's pointless to show us the fish in the bags since you only see blur and yellow water
