In the time of Yugoslavia only 4 cities kept the trams:Belgrade as a capital (Serbia),Zagreb and Osijek (Croatia) and Sarajevo (Bosnia). Some towns replaced the trams with buses in the past.

I hear that trams is very bad, not clean, dirty and they doesn't have a door signal.

It depends on which city around the world you compare the trams to. GRAS doesn't have the financial resources some cities have.
