Taking the name supplied by @loumcconnell503, I googled it and would agree that it is Neil Swainson. This guy is something else. Wow. (and as someone else commented, he does bear an uncanny resemblance to Napoleon Dynamite - sorry, couldn't help it)
I thought I remembered it from Band in a Box so searched in there and he's a Band in a Box bassist (along with Ron Carter)
