In other words, devices once pointed to the controller would show up under all sites for adoption, only when you adopt it to a particular site, it would be bound to that site only.

The process would be the same, simply go over to the site where you want the devices adopted, go to the devices tab and adopt them there.

No if the controller goes offline, your devices will continue to work. You''ll just lose the ability to make configuration changes.
