I’m Dutch and I speak, listen, write and read B2 English which is academic level. I once went to some kind of historical reenactment park near New Castle were there was a guy explaining about mining machinery. He had some kind of accent which made him totally unintelligible to me to the point that wasn’t even sure that the man was speaking English. I also went to Scotland for a day during the same vacation and I literally didn’t understand a single person there that I spoke to.
