    What if Google says your website is not "relevant" for this keyword? How do we combat that that seems like a non monetary issue?

      You got to make it relevant. Google doesn't work like a billboard.
      For me, if Google wants to say "quality score too low" on a keyword and I still know that traffic is monetizable, I come up with a whole new landing page for that traffic source, a new offer (example: offering just information, a giveaway, contest, etc.) or both.
      Hope that makes sense.
