@Damagecritical Not even close. He's OK to decent at best, but the work he has to do to get what he needs in a match is less than the Top 10. You can't play defensively with him that much either, since this game prefers aggression. His mix-up game is also rather weak compared to higher tiers, despite being the mix-up mascot of the series. His damage is lower, his 50/50 more risky than most others, etc.
In short, he has strengths, but his strengths lag behind the better characters in the game, and his weaknesses stick out more. Also, his reduced moveset doesn't help his mix-up game, like I said earlier. He's not a weak character, but he is getting left behind in the current meta. Getting high in the ranks with him takes a lot of skill.
He’s gimmicky. Once you get past his lame gimmicks, he’s not all that great.
