The reason it respawned the tims is because there’s a script in the Tim that respawns it when it explodes but since there’s multiple it respawns all the ones that explodes
I'm the guy that made the mod. You have found the hotkeys, but you still need to enable the tools. The flamethrower tool can set fire to bushes, houses and the gas station, the cloning machine tool can clone everything that you can pick up with the physics tool and the delete tool can delete everything. There are also a bunch of buggy tools that don't work, but they're in the buggy tab. I unfortunately couldn't add any things to existing game menus without official mod support, so you don't see it in the tool menu. The mod also has a lot of different features, but you can explore them yourself.
the delete tool deletes what you're looking at, the Tim's always respawn where you placed them, you can delete everything you can pick up with the physics tool using the infinity gauntlet.

the tim spawner is still kinda buggy laumania changed something so the old one didnt worked anymore comodo is using the pre-release version so its basicaly just a beta version we put out to have a basic working one again will add a fix soon / fire all has a delay of 1milisec per firework at the moment we had it faster but it was just to much but there will be an ignite tool soon where you can set up diffrent delays randomizer functions and so on

In the 16 minute Mark of your video the tim explosion was the one in the gas station and I think when you hit it I think it's trying to fill in the gaps because it doesn't have enough time to spawn anymore and if trying to find room for the other teams so it starts spawning in more and it can't remember how many times you pressed it so it go infinite
Ignite everything lights them up 1 after each other untill all are gone we had it set to fire all at once but that was just over kill so we changed it to after each other untill all are gone

Tim auto spawns in because that's a default game mechanic. When a Tim explodes, he respawn at the location he was spawned in, it's part of the game,
