Qualitative vs Quantitative Data

Could elevation be both? Since they could be grouped by elevation ranges.

I would go with quantitative, because you can do math with it. I can see what you are saying though. In the context of grouping cities by elevation, it could be qualitative. If there isn't context, I would go with quantitative.
