Is there any case where it may say survey and not be a statistic? So far, I have noticed every time it has the word survey it ends up being a statistic.

If you are going to ask everyone in your country, it would be a parameter, because you are dealing with the entire population. If you are sampling a portion of people in your country, then it is a statistic.

Typically, surveys are sent out to samples and not populations. If it says a population was surveyed, it would be a parameter.
