Hamas was created as an alternative to the ruling political party in Gaza and won the 2006 election, which was effectively the last election held in Gaza. Since 2006 Netanyahu and the Israeli government have funded Hamas to the tune of millions of dollars per year.
To be accurate Israel started using terrorist tactics in Palestine before 1948. Bombing buses, cafes and hotels etc. So put the blame where it belongs.
