If I remember correctly, you have to do a Koohken motion (half circle forward) with whatever button you assigned to throw, hold the button down, then press punch almost immediately after. On a NeoGeo it would be QCF+C, hold C, then press A almost immediately. It's been a few years since I've played this and I don't remember the default button assignments on the PS2 version, so I'm not completely sure I'm right. Good luck!
