You should make an infiltration aircraft that is super fast, has mininum service ceiling, and used cheap and light materials like decks etc. and is unarmed so you can check out an enemy really quickly and with much less expense than via a spy.
You mean design a light scout craft that can outfly any armed interceptors? A spy cost 100 to deploy, then 10 per period. So long as you try to keep maintenance super low, it is doable, but not doable if you don't have at least tier 1 to keep minimum crew low. Expensive to build, but worth in the long run if you can keep it from fighting, or at least have a way to fight back when facing similar fast craft.
