Im wondering if this diagnostic can balance the cells and perform a cell load test 🤔.?

The diagnosis scan tool won’t do this. The cars own control module and BMS (battery monitoring system) constantly monitors individual cell voltage, balances cell voltage at the concussion of a charge cycle (top balancing), and generates a battery SOH (state of health). The scan tool just reads these values out.
FYI, starting in a few years from now, in order to sell any EV or hybrid car in California, CARB made a requirement that ALL cars with high voltage needs to allow the car owner or operator an easy way to access battery SOH information in the cars own information system. The information can not be hidden or obscured, such as a special diagnostic page only accessible with a special code. The information must be accessible for ALL EV owners with no special knowledge.
