She and Robby had dinner together with the rest of her family. Sam wouldn't have to bring Robby to that party if her dad didn't forbid her to talk to anyone from CK. Sam didn't cheat on Miguel, she only held hands with Robby for 3 seconds just to get down that hill so she could talk to Miguel and get back home before her mom got suspicious. Tory doesn't have to worry about any of those kinds of things since she and Miguel are both in CK. Watch those scenes again before being throwing any biased hatred towards Sam.
Also, if Tory cared about Miguel more than Sam, how come she started the house fight knowing Miguel was there? Had no problem hitting him at the school when he tried to stop her from beating up Sam? Acted all sad when Miguel fell from the balcony but didn't call or text him to see if he was ok? And when Miguel tried contacting her to apologize for cheating, how come she didn't even respond and hear what Miguel had to say? She clearly cares more about beating up Sam than she does about Miguel.
