Unfortunately laser scanning gear doesn't work underwater. You could try it with multibeam sonar.

Hey guys anybody knows a brand or wholesaler or dealership where i can buy VOID SCANNER or also called UNDERGROUND LASER SCANNER? It's close to the one on the video but it has to have a probe that goes underground and scopes the entire void and creates a 3D model. I've been looking all over and the only one i find is made by Renishaw, but they are located in England. Does anybody know any reliable American brands? Please help!!!

No, its a standard 3D laser scanner which measures distances from a base station. Many companies do this, e.g Trimble. Looking forward to when it can be done "on-the-fly" though!
