On th15 max fireball is 24, can i take cc with 1 eq spell ..because im thinking to buy fireball with gems.

I'm not sure, you'll have to find the damage fireball does at lv24 and check the maths out, either way fireball is insanely strong starting from lv18 for lower TH, you can use upto 2 quake for any defense/cc

Yep, at TH15 it's just enough. At TH16, level 27 fireball is needed.
