They should've been way more vigilant over Jessica especially knowing her mental health history. They didn't think in one million years that Tess would come out again. Jessica was "integrated" so in their mind Tess was gone with no chance of resurfacing but boy were they wrong

Jessica knows how unstable and unhinged Tess is but she let her out anyway without thinking first. Jessica probably thought that oh well I'll let Tess out for a little while and I'll come back. But no that's not what happened. Jessica knew that if she let Tess out it would be very hard for her to regain control. Jessica should've thought twice about letting Tess out. Tess coming led to so many things. Tess led to Jared and Natalie almost dying. Chloe died. Bess coming forward and stealing Starr's baby. Starr believing her baby died. My goodness.
