I havent heard anyone mention it but I believe the skins level up as you gain medals causing the skin to slightly change over time til its maxed out. I haven't seen any documentation on it but I noticed it back in winter 23 when the medal prestige skins would gain a fog of some sort on the car depending on the medal color. Would love to see if Im not the only one who noticed this or if im just crazy lol
Yeah, if you are talking about the seasonal skins, the differences between the bronze, silver, gold, and author skins can be seen, which, as you noticed, is easiest to see on the winter skin, but this effect is present in all of the seasons. It's a cool touch and makes each skin more special.

Do you have any road types you'd like to see in the game, or do you like the current set as it is? How would your new road type function if so?
I'm thinking of a road type that doesn't penalize turning at low speeds much at all, but penalizes it heavier the faster you're going. In addition, your traction increases as well
I never really thought about it, but maybe something like reverse plastic could work? Like a big turning radius at high speed and pretty fast gear changes while you're at it? I think a new surface is possible to be added, but it would have to be very unique (like ice) to make sense. Cool concept for some video, even if I don't have any ideas for a surface yet.

Let's say I reached the skins maximum level I can do on starter access but I bought standard after the campaign ended, can I still max out the old skins?
I haven't tested it, but I'm guessing it's sadly not possible
Does leveling up the season skins actually do anything to it other than just saying the prestige level in the garage?
Yes! The higher your level, the more lights you have around the cockpit and your wheels. You can see them at 0:28
It would be a dick move, but imagine on April 1st you release a video showing a very convincing line that gets super close to author but can never get it

I understand wanting people to play every season to unlock that season's skin but I wish you could prestige the skins you have after the season ends.
I think that system would complicate the system; you would need to choose which car you are currently mastering, or the medals would have to be points that you spend to upgrade your cars. But I understand some people would be happy with that system.
