Technically yes but I would recommend 7-Zip instead of WinRAR. It has all the functionality of WinRAR and more. It's also faster (at least from my testing) and takes up less storage than WinRAR.
EvilEliteEnowapiᴴᴰ well its easy first go to your steam and right click on tf2 and go to local files and click on browse local files and boom should pop up the tf2 stuff then you go to tf then custom if you have one if not create a folder and name it custom then if you have a program that opens zip files so when your exporting your files of the skin then export your skin/mod what ever you have to the desktop then drag the folder of the exported skin/mod into the window/folder you have where it says custom put it in there and then open up the folder of the skin/mod then copy and paste the models,sound cache,etc into the custom folders or drag it out of the skin/mod folder into the custom folder and then run tf2 then boom you should have your weapon skin up and running and if it confused you a bit then you can try searching for tutorial on it cause this is my first time teaching someone how to do this XD

You can, but you can also just throw them all into the same folder.
