He has zero rights and privileges in the DR until and unless he goes and establishes his Dominican citizenship by birthright of his parents. It is not automatic and you must apply for it, until then he is nothing to the country. And to fill out the census you must be a citizen and you must be in the country. They do not count Dominicans residing in other countries around the world

The cocolos had worked in factories and as locomotive drivers and carpenters, while the Haitians worked in the fields, and even the cocolos saw themselves as different from the Haitians. The haitians also didn't see cocolos as their own people. Shout out to the fighter. But *know* that Spain brought a maximum of 10k slaves in the asiento treaties with england. They did *not* abuse the slave trade. The large number of blacks and French on the east side in the late 18th century and beyond was due to the treaty of Basel and the Haitian revolution where blacks and whites abandoned san domingue for the east side.
