    I think that you might find out that there are some facilities that "can't" afford Bluetooth headphones could be in violation of the ADA I don't think it could be considered a fundamental alteration to provide headphones for residence. If you have activities which someone can't participate in because of a hearing problem it's usually because of an accommodation problem on the part of the provider. Bluetooth headphones are relatively cheap online I myself and bought them for 10 to $20 and find them fairly adequate for my needs.
