As far as i know, it is indeed "Can you fly" Maybe because she was on a rush her voice didn't seem to sound like she was asking, but yeh. "lets fly" would be something like "tobou".
It's similar to statements doubling as questions in English. e.g. I want to borrow my friends car, instead of saying: "Do you have your car here?" I would instead say: "You have your car?" which in this case, the tone is flat. Another way to look at it is that this is a shortening of "You can fly, right?" without the "right?" part.
