Well if you take a look at Dr. Robotnick's running animation in the creepypasta, you can see that it actually looks like he is kinda naruto-running, what with his arms kinda getting flung behind him and all that, and he seems to go down the steps of map "..." as a result of this, and I think that's what inspired the maker of the animation and the creator of this mod to incorporate in the animation itself and Robotnick's cutscene, because if you haven't noticed in a game animation of Sonic Mania, while Metal Sonic was flying, he wasn't going as fast as Sonic, and it is kinda mirrored by Sonic.exe in both the animation and the cutscene before Robotnick's song where, while Sonic.exe can fly fast, he wasn't fast enough to catch his victim.
