SO WHAT HAS CHANGES: • Blue Icon - +1-19% Damage • White Icon - +20-29% Damage • Purple Icon - +30-49% Damage • Red Icon - +50%... Yes. Only in the new EE bosses are cleared of all debuffs after every Transitioning Phase. It is when a boss jumps. So you must use 2 skills again to have +75%
You just need to have higher Debuff Damage, for example Eternal Drill gives +5%, Red Molotov +10%... In total for Purple you must have above 30% Damage Debuff, for Red it must be 50%+

Recently I found out where you can get it. So, it reduces enemy's damage. Currentrly you can get it from Eternal Guardian

For Purple and Blue you need higher damage debuff. 30%+ or 50%+
