The resistor that changes "charging power" is also the overall output power. It controls both output and input which is unfortunate because most cells can support more discharge current than charging current...but with using these cell holders its best not to discharge above 1C
Yeah you're using cells with a max discharge of like 5A. At 12V that's 8.5A to get to 100W. At 16.8V that's about 6A. So at 3.6V that's over 7A, which would cause the cell voltage to dip into the toilet (technically you were even lower due to the resistance.
