There's also a rule in melee because there are 3 versions as the game got patched, but the patch was put onto sold discs without any online, and 1.0 made had a small change that effected the best character and the worst characters so since they're already so bad, a Pichu player can request to play on their 1.0 disc. He used that to get away with playing on a hacked game, but someone recorded it and then went back and tested to see if moves did that much damage. It was clear he cheated once they had recorded evidence, but no one really knows Pichu's damage for each attack so they could only be suspicious in person and let it continue.
