Why did Jesus say we don't receive him (Mark 9:37), nor do we believe on him (John 12:44):
Jesus came to proclaim the Father and His words to us. We must receive the words of Jesus; only then do we receive God the Father. This is because the Word belongs to God. We must believe in the words of Jesus in order to believe in God the Father. Jesus is our only way of knowing, receiving, or believing in God. If we reject Jesus's words by not receiving or believing them, then we reject and do not believe or receive God. In other words, we must believe them both (John 17:22) The greatest gift God has given us was that he sent His Son so that we may learn, grow in, and know God the Father.

You seem to be taking the words out of context. What Jesus says in Mark is "Whoever receives one child such as this in my name, receives me; and whoever receives me, receives not me but the One who sent me" and "Jesus cried out and said, “Whoever believes in me believes not only in me but also in the one who sent me" in John. In both of these instances, Jesus is saying that when you receive or believe in him, you are also receiving and believing in God.
