If they are unresolved that would make sense since really the whole chord progression is just one long epic build up to the beat drop. By not resolving the chords, it shows that there is still more to come. Once again idk what I'm talking about but that is what I think.
I agree with you it sounds strange but that's because this song is in Eb minor and the chord ends on a Db which isn't really a resolution but the 7th of the Eb minor scale
