as long as it is a sealing primer. most are surfacers must be a sealer or epoxy. but even that would be better than nothing. you should see the runs coming out all the gaps in the pinch weld. It was pretty effective.

Eastwood has a nice primer that uses a long tube and sprays 360degrees with a nozzle, to reach difficult spots like those panels.

why not just take the plate off the bottom and then spray the inside and tac weld it back on?
You will most likely burn away alot of the paint welding them
