Asahikawa is a much smaller city than Sapporo, but it is the second largest city in Hokkaido, so if you can put up with the snow and cold, I think it will be a convenient and comfortable city to live in.
I walked these same streets just a few days ago. It was colder, icier and snowier and very nice overall. We had a great classic izakaya meal in the small entertainment district.

Asahikawa looks like a city I'd like to live in. Quite different looking compared to Sapporo, snowy and cold and the streets look fun to walk through!
