If he didn't just give up cause the plot needed him to,Crossbones gave him a decent run. I think in the first,he knows he can't match him by has balls and strong skills. A Human who dodge two of caps blows and punish him for it... he's what a great henchman looks like,no bragging,capable and pretty brave. If that elevator was seven Rumlows cap would get pretty messed up. JCap can lift 1200 lbs so he's very strong but not as superhuman as they make him when plot needs it.
