He could pull a Lelouch and join the Gorosei as their new leader after cowing them into submission for all we know. Certainly couldn't be bothered to show up at Marineford when it was his best opportunity to cut off the head of the Navy, so he's either a terrible strategist, or he doesn't actually plan to purge the corrupt Admiralty, and if that's the case, then what's it all for?
