While intelligent filibustering may have its place, repeated disregard for the Speaker's authority should not be tolerated. After a single warning, any subsequent infraction by the same individual should result in immediate disciplinary action. Additionally, points of order should only be entertained after full presentations have been delivered.

Success in bringing effective governance can only embed competition by those department not delivering. And impact the voters decision in the next election.
