It is an Application of Mechanical & Electrical Systems to control the Brakes of Vehicles without any friction. Eddy Currents are used to make the braking action. When moving nonmagnetic material when come into the proximity of a magnet then eddy currents are generated and creates the virtual magnetism or helps to reduce the speed of the rotating nonmagnetic plate.
This principle is used to make the frictionless braking.
Electromagnets with variable magnetism strength can also be used to control the movement

use non contact type tachometer

You can use a simple photo diode and a laser light combination to measure RPM with Oscilloscope. Position the photo diode in front of laser, with rotating wheel in middle. Using a small hole in the rotating wheel to chopp the steady laser beam at frequency same as rotational frequency of the wheel. You can then bias the photo diode with 5 volt along with load resistor and measure frequency accross resistor using oscilloscope. All the equipments are easily available in any engineering university.
