This is a fantastic run! It was fun to watch. It's nice to see someone has optimized it so much despite so few people running it. All the double jumping to get to Cowell was one of my favorite parts. Sub 16 looks possible but really hard. By the way, your 18:21 run still says World Record.
Well it's really good at killing your momentum and eating jumps, and if you're mid-air ready to double jump you need to work around it a bit, so you're not wrong.
There's a lot of weird jank with this game, but it's mainly because going to The Volk first guarantees that their intro cutscene plays (as long as one of their generals aren't killed before it can play). Having the Volk or Shai-Gen intro cutscene play opens their Keep door so we can drive out to them - it's basically setup for using the Supercar for Sovetnik and Romanova. Gang intro and defeat cutscenes are often "backlogged" throughout this run because it's so fast, and we can't afford that on The Volk intro cutscene.
I'm perpetually AWOL these days, but as a late answer from memory: Shai-Gen gang members on roofs in the north of the corridor (between Czernenko and Oakley) are around to blow you out of the sky, there's some guys with Fireflies at the front of Czernenko's, and I think there's a Firefly guy at the top of a building on the NW of Fang-Yin's compound. The one I usually grab is after clearing Timbol, found at the entrance by the road, you can see it being done late into the 40:37 NG Any% run if you're interested: ruclips.net/video/v71LXw75LQw/видео.html

You get the launcher from shai gen gang members, they’re usually on a roof. I think some bosses have it as well
