My advice, just equip who you can to the most powerful character you can equip them to. Who is you most powerful science champion? Equip your 4star Captain America to them. Until you get a relic that suits said character better then cap.
Relics are attached to your characters to buff a specific ability. They act like kameos in Mortal Kombat 1.
