It doesn't say anything about quads work when going parallel, it just mention the glutes engagement more, which is what I'm going to talk about right now. In the case of the squat, when you go parallel, the glutes are basically doing most of the work, so it takes away work from the quads, in the leg extension is different cuz is all quads. Haven't you seen the video of Phil Heath explaining the Quads Lunge, which is a lunge where you don't go all the way down? In addition, Phil Heath has improved his legs a lot.
