Considering that upheaval is also for mauls, I'm actually guessing that "boulder blades" are the big swords like buster sword and the rot and stuff, basically everything that was considered a heavy melee weapon (though possibly not bell and anchor).
1:02 i dont think "change" is the right word here because, as i see it, theyre like elden ring ashes of war where you get to have a new skill that doesnt use an accessory slot i really hope that none of them are just like "oh yeah +15% damage and crit chance when active or w/e" and are instead actually interesting buffs and attacks if they just replaced an aspect of a weapon (like, changed your heavy attack (some getting unique heavy attacks while active is fine bc its not permanent)) then i think they wouldnt be all that exciting cause then we'd have the sailor hat/ritual crescent/needle talisman stuff of not getting to make a choice while in active combat

Probably,my tank build has 69 defense and 40% damage reduction and it passively regen 7 HP,Per seconds mind you then plus it with the fact that my main weapon,the bell heal 9 hp per heavy(i only do heavy,not gonna stand around taking damage and swinging it for 4 hp). And as you can guess,it's just good!
