This battle may seem overwhelming due to the large number of enemies (2 machine gun men, 3 Doven Kaisers and Garcia himself) but it is not that hard. Use Dark Matter to group up the enemies then a combination of Lloyd's Brave Smash and Randy's Salamander or Crimson Gale to wipe out the minions quickly (Brave Smash can seal the men, Salamander/Crimson Gale can burn them, the Doven Kaisers and Garcia are immune to both). After the minions are gone, keep Garcia as far away from the party as possible using Dark Matter (most of his attacks require him to be close to the party besides Bear Tackle and Killing Driver). Garcia can be slowed down with Chrono Down and Dark Matter's MOV-Down effect will make it hard for him to reach you. Be wary that Matchless Power will remove the SPD debuff (even if it is -50%, though he will not get the +25% buff) so you will have to slow him down again. There isn't much you can do against Killing Driver since it is a guaranteed KO on the target besides be prepared to revive them ASAP. Just keep at him with Dark Matter to drag him away from the party if he tries to move closer and use ranged crafts like Brave Smash and Salamander (or War Cry if you want to use Crimson Gale) and he will go down easy.
