Short shorts on the beach or outdoors on a summer day is one thing, but here they're being combined with pseudo-business attire on top, on a 13 year-old, in a talk show setting. There are many subtleties to fashion, and these decisions were made deliberately by professionals. That's what makes it a bit weird.

Things like the shorts she's wearing are commonly regarded as suggestive in society. Also, just because many people may do it, that doesn't make it less suggestive either.
