Very simple. Watch bbc hourly weather bulletins. They predicted 50 c m rain and flooding to chennai one day before on nov dec 2015. Our imd chennai was telling only very heavy rains. Still they haven't learnt. We can just tie up with bbc and close our weather dept pan india.
