Irish Car Bombs are a type of drink made by dropping a shot into a pint. Not justifying the use of the term in this way, but it wasn't a joke, he was just referencing the drinks that are common at Americanized pubs.
As an English person Irish Car bombs were definitely a thing, a very regular thing. The IRA are the reason there are litter bins close to Buckingham Palace. It’s a bit late to be defensive when you have elected a terrorist organisation to be your government.
