I watched your video and I agree with it overall. I dont think one should pit strategy over tactics. They are both necessary. You have your GOAL, You build your STRATEGY to achieve the goal and you employ various tactics. EXAMPLE: In football the GOAL is to get a touchdown. Our team may have a larger offensive line and fast running backs. Our STRATEGY will be to move the ball on the ground and the TACTICS will be to hand off the ball to the running back and the offensive line to open holes for him to run through. If our offensive line is small and we have tall / fast wide receivers our STRATEGY then would be to move the ball in the air as opposed to the ground. The TACTICS will be to either throw the ball short to the tight end to get a first down or another TACTIC is to throw the ball long to the wide receiver to get closer to the goal or actually get the touch down. So I would say one should think both strategically and tactically.
