    Opens with images of the destruction from the 1994 Northridge in Los Angeles and the resulting traffic congestion due to earthquake damage to highways. Metrolink was up and running shortly after the earthquake and was able to provide service to many commuters.
    Commuter rail is proposed as a similar solution to the traffic congestion in Northern California's East Bay.
