I suppose the reasons can be that we have a lot of challenges one being the huge diversity and second being high population. These make it difficult for any reforms to be Implemented smoothly just like in the very recent times we saw! Also SK has America's backing ( their defence base is there) which has helped it grow so fast whereas India never had and never accepted their demand for a base and hence is always on their target.
