Canada has no real economic ties to India at this point. And the Students are just the Bain of Canadian Immigration Policy, so I would think that with such little to lose, but such much too potentially gain, both sides should calm down.

Rules for immigrants receiving canadian citizenship new to be overhauled for reasons of national security. Newcomers must swear to renounce any grievance or ill intentions they may have against their former nation of origin in order to live peacefully in Canada. Failure to do so would deny citizenship and immigrant returned to their country of origin.
Each country must respect the sovereignty of the other. Never rear and leave snakes into a neighbor house.
Unfortunately when the snakes become pets, other countries need to step in and save their own interests. It is all about national interests.
