Georeferencing a PDF Map in ArcMap

Working with the PDF to TIF conversion tool as well as the Georeferencing toolbar.

When I upload the georeferenced pdf to Avenza it states that "Unable to detect coordinates."

For anyone trying to do this, I had luck using the following in ArcMap 10.7.1:
1) Projection WGS 84
2) 3 control points
3) Decimal degrees for control points.
