I can deconfirm this, I have a teleport command and I can only teleport to her if she's spawned. She is not always spawned as I get the "This npc isn't spawned" error Been able to TP to her every 5-10 minutes by my estimate
There’s a very common thing that people do- large groups of players camp in one spawn. This actually causes her to not spawn there, which is why when people camp they usually fail to actually find her. Teleporting and waiting every so often for a few minutes at a time is a much more efficient way of doing it, and is how I do it.
