Actually it wasnt just two cats, for one and the same role there are always plenty of different cat actors as they are difficult to train and each one of them usually possesses one skill like sitting still, walking next to a person or coming when being called.

This is such a good point. Mrs Figg can also send her cats to spy on people (beginning of OotP)! So it is canon that Squibs in general can have uncommonly strong bonds with their cats. Maybe they are also Squib cats, where they came from Kneazle parents but had no magic, and that’s how Mrs. Figg got them, from a wizard kneazle breeder who wanted to give the Squib kneazles a good home but had trouble getting wizards to take them? Cat owner here, I have had 2 cats in my life that seemed to understand me when I spoke to them. I've had many cats but only 2 would literally do what I asked them to, like go check and make sure my son was doing his homework rather than playing (kinda like Mrs. Norris following Hagrid around). So it's totally possible but I didn't train them to do this. It just came naturally to them. I also think it possible both were familiars because of this but they could have also just been highly intelligent and very pleasant cats 😉

I don’t know if it’s ever confirmed filch is a squib or if he just doesn’t have much magical powers. If it’s the latter perhaps the power of legilimency could help Filch communicate with miss Norris.
Filch was shown a to be a Squib in CoS. He directly says "He knows I'm a Squib!" to Dumbledore after catching Harry looking at his Quikspell course letter. Or around Mrs Norris's petrification. I can't remember exactly.

My theory is that some of the magic going on at Hogwarts has brushed off on her. We know that witches and wizards have a longer life expectancy than muggles, probably because magic is literally in the air. Unlike the other animals, she actually lives in the castle. She's probably got a longer life expectancy due to that and a higher intelligence, which allows her to communicate with Filch.
The Carlin Brothers have a nice video where they theorise that Filch and Norris are a poltergeist. That actually works with this situation really well (especially the part about the eyes looking the same and stuff)

I don’t know if it’s ever confirmed filch is a squib or if he just doesn’t have much magical powers. If it’s the latter perhaps the power of legilimency could help Filch communicate with miss Norris.
Filch was shown a to be a Squib in CoS. He directly says "He knows I'm a Squib!" to Dumbledore after catching Harry looking at his Quikspell course letter. Or around Mrs Norris's petrification. I can't remember exactly.

I don’t think that is quite the same, but imagine how funny it would be if Miss Norris had an actual cat name, like Fluffy or Pumpkin or something. She wouldn’t be as intimidating, but that would cause some funny moments.

My theory is that some of the magic going on at Hogwarts has brushed off on her. We know that witches and wizards have a longer life expectancy than muggles, probably because magic is literally in the air. Unlike the other animals, she actually lives in the castle. She's probably got a longer life expectancy due to that and a higher intelligence, which allows her to communicate with Filch.
